Among the government scientists, the question arose as to what would happen when the magnetic and geographic poles coincided. To answer this, under the project control of Dr. Paul A. Siple, the Rand Corporation was contracted to conduct lab studies using models of the earth constructed of concentric spheres - an inner sphere representing the electromagnetically-charged molten iron core of the earth whose axis defined the "magnetic" poles; and an outer sphere representing the crust of the earth which rotated around a "geographic" polar axis.
